Let's not beat around the bush. Most shrubs are too close to your foundation. They should have been planted at least 6 feet away. Unfortunately, that's water under the bridge, or into the basement (someone didn't read the waterproof basement manual closely enough). You can remedy this problem somewhat by trimming heavy growths of shrubbery. This will allow the soil to soak up more sun (and less water), leading to faster drying. Also, when you dig up the plantings, get rid of any pieces of masonry, mortar, or other material that got buried near the house after your basement was excavated.
